The U.S. Government Accountability Office (GAO) today upheld the Thule Air Base contract award to Danish company Exelis Services A/S. The company will now begin transition operations at the base.
“We look forward to communicating with the employees and beginning the process of phasing in the new contract,” said Kim Ruberg, spokesman for Exelis Services A/S. “As a values-based company, we want the people of Denmark and Greenland to know Exelis Services A/S will act ethically and with integrity, in compliance with applicable laws, agreements and requirements, while being a responsible employer in the community.”
Exelis Services A/S understands and is aware of the wishes of the Greenlandic Parliament, Naalakkersuisut, which encourages the use of Greenlandic employees. The company will primarily employ existing members of the workforce at Thule in accordance with all appropriate labor laws, regulations and agreements, and respects the obligation to take over the existing employees on their current employment terms in compliance with the Greenlandic Transfer of Undertaking regulation.
Exelis Services A/S intends to participate in the Greenlandic Apprenticeship Program and will recruit and retain skilled, qualified members of the workforce and will conduct job fairs and in-person interviews in the very near future.
Prior to the protest, and throughout the protest period, Exelis Services A/S has repeatedly affirmed that their commitment to ensure all appropriate benefits for the Greenlandic society and the Kingdom of Denmark - to include paying all appropriate taxes - are business priorities of the company.
Cost or price comparisons between the former contract and the recently awarded contract, to include overall contract value, are difficult - if not impossible - to make, primarily because the former was awarded for a period of ten years and this recent Thule award is for a period of seven years. Furthermore, the two contracts may have different requirements, and the number of personnel at the Thule Airbase may be different today than it was ten years ago. It is important to note that none of these circumstances were controlled or influenced by Exelis Services A/S.
Exelis Services A/S is a Danish company, registered in accordance with Danish laws, rules and requirements as a limited liability company. On Oct. 31, 2014, Exelis Services A/S, Copenhagen, Denmark, was notified that they had been selected as the base operations and maintenance provider for Thule Air Base, Greenland. The selection was made by the U.S. Air Force in accordance with all Greenlandic, Danish and U.S. requirements, rules, and agreements. The contract was awarded as the result of a competitive acquisition, with four qualified offerors. Since that award, the GAO has considered protests from the non-selected offerors and today upheld the original award by the Air Force.
